There are 2 reasons I guess.

1. The high profile people of the host concerned (like the nobility and the Sheiks) can invite their kith and kin and show-off.

2. Another major factor is the revenue generated. Football fans from other countries will flock to the host country in millions, staying in hotels, eating in restraunts, using public transport and of course, buy football tickets.
Therefore, the hosting of such a massive event is very beneficial for a country (or its ruling powers at least)

PS : Beijing, China hosted the 2008 Olympics, another collosal event, and for that very reason, the infrastructure of Beijing and adjoining areas improved a bit. This could be an associated perk with hosting a World Cup or any other major sporting...

New FIFA president Gianni Infantino made expanding the World Cup from its current 32 teams part of his election platform. Fifa, football's world governing body, has been engulfed by claims of widespread corruption since summer 2015, when the US Department of Justice indicted several top executives.
